Rather early Humphrey knew the meaning of the term "empirical collectivism," which, applied to government, meant providing answers to various bona-fide public problems that confronted the American people. When the people were faced with problems to which they could not find solutions individually or by group actions, they could call upon government to resolve those problems. On various occasions Humphrey proposed that government take over responsibility from the individuals or the groups.

Known as the “Happy Warrior,” Hubert Humphrey represented Minnesota in the Senate from to , presided over the Senate as vice president from to , and then returned to the Senate again in A dedicated advocate for civil rights, Humphrey gained national attention in for his powerful Democratic convention speech calling for full equality regardless of race, class, or religion. He served as floor manager for the Civil Rights Act of Working closely with his Republican counterpart, Thomas Kuchel, Humphrey skillfully maneuvered that landmark legislation to passage. He also proposed creation of a Peace Corps, pressed for a nuclear test ban treaty with the Soviet Union, and sponsored the Humphrey-Hawkins Full Employment bill of Following his death on January 13, , Humphrey was accorded the honor of lying in state in the Capitol Rotunda. In the Senate passed a special resolution to commemorate the centennial of Humphrey’s birth.

Hubert Horatio Humphrey Jr. was born on May 27, , in Wallace, South Dakota. His mother, Christine Sannes, (born Ragnild Kristine Sannes) was a teacher and had immigrated as a small child with her family from Norway. Soon after coming to the United States her family moved west to Minnesota. Humphrey’s father, Hubert Horatio Humphrey Sr. was raised on a Minnesota farm. Humphrey Sr. was a pharmacist whose forebearers had arrived in the United States many generations before his birth. Christine and Hubert Sr. married in and had four children; Hubert Humphrey Jr. was their second child.
When Hubert was four years old, his family moved to Dolan, South Dakota, a small town on the plains where his father owned the local drugstore. His father became the town’s mayor and served as a town council member. Hubert attended public school in Dolan, and after graduating from high school, he attended the University of Minnesota.
